翁翠芬教授获澳大利亚新南威尔士大学组织与管理学博士学位，此前在新加坡国立大学取得政治学硕士学位，并在北京大学获得外交学与经济学双学士学位。多学科的学术训练为她奠定了坚实的知识基础，并深刻影响了她长期以来对政治、经济发展与组织行为交叉领域的学术研究兴趣。

翁教授曾任职于新加坡国立大学东亚研究所，期间专注研究中国政治、公共政策及治理转型，并参与多项政策研究与国际合作项目。在加入SPP之前，她在北京大学汇丰商学院担任助理教授。她设计并教授过多门研究生课程，包括中国经济概论、管理中国跨境发展、全球化与国际管理、战略管理等，并在教学中广泛融入真实案例与比较视角。

翁教授的研究兴趣主要集中于中国政治与公共政策、政企关系以及制度与组织之间的互动。她尤其专注于从多学科视角研究中国政府与企业之间复杂关系的特性及其演化。她的研究成果发表于《China Quarterly》、《Journal of Contemporary China》、《Management and Organization Review》等国际期刊。
