张志斌是香港中文大学（深圳）公共政策学院副教授（教学）。他拥有中国人民大学学士和硕士学位，并在乔治·华盛顿大学获得公共管理博士学位。加入香港中文大学（深圳）之前，他曾在新加坡南洋理工大学和澳大利亚弗林德斯大学任教。

张志斌的研究领域涵盖公共政策、公共管理和非营利组织研究，特别是公共政策和治理中的政府与非营利组织关系。他尤其感兴趣于发掘中国治理和公共管理模式中独特的中国性，并探索其更广泛的全球意义。他的作品发表于《公共管理》、《国际行政科学评论》、《行政与社会》、《非营利与志愿部门季刊》、《非营利管理与领导力》和《Voluntas》等领先的同行评审期刊。自2019年起，他担任《非营利管理与领导力》副主编。

张志斌致力于公共政策和公共管理领域的大学研究生教育，曾荣获多项教学奖励和表彰。他还积极参与教育学位项目的发展和管理。在弗林德斯大学，他是弗林德斯大学-南开大学国际政治经济学合作硕士项目负责人。在南洋理工大学，他担任公共管理硕士项目主任和南洋公共管理研究生院副院长（学术事务）。
