黄平教授2010年获哈尔滨工程大学管理学和经济学双学士学位,2015年获哈尔滨工程大学(荷兰乌特勒支大学联合培养)管理学博士学位。曾在英国伦敦大学学院巴特莱特建筑学院和美国塔夫茨大学弗莱彻法律与外交学院从事博士后研究,在英国谢菲尔德大学城市研究所任副研究员。2022-2024年在香港中文大学(深圳)国际事务研究院历任副研究员、研究副教授。2025年加入公共政策学院担任副教授,同时担任前海国际事务研究院副院长(拓展)、高级公共管理研修项目中心执行主任。黄平教授兼任香港大学地理系荣誉教授,英国谢菲尔德大学城市研究所客座研究员;担任Springer期刊Asian Review of Political Economy副主编,担任SAGE期刊Transactions in Energy and Sustainability副主编;担任中国技术经济学会技术管理专委会理事。
主要研究方向是可持续转型、创新地理、城市治理、创新政策。共发表期刊论文48篇(第一/通讯作者34篇),其中SSCI/SCI期刊论文28篇(JCR Q1期刊论文27篇)、CSSCI期刊论文14篇(国家自然科学基金委认定的A/B类期刊论文8篇);在LSE Press出版英文专著1部、在《科学出版社》出版中文专著1部(获国家科学技术学术著作出版基金资助);在Google Scholar总被引1386次(截至2025年2月8日),h-index 20、i10-index 30,2篇论文获得Wiley年度高引论文。
主持英国国家学术院(The British Academy)和世界资源研究所(World Resources Institute)研究项目各1项,作为子课题负责人/高级顾问参与欧盟“地平线2020”计划(Horizon 2020 - European Commission)资助项目1项、欧盟研究理事会(European Research Council)研究项目2项、福特基金会(The Ford Foundation)研究项目1项和腾讯基金会研究项目1项。
荣获2021年欧盟能源社会科学与人类学创新论坛(Energy-SHIFT)“青年学者能源创新提名奖”;受邀参与撰写联合国人居署《2024世界城市状况报告》等多份国际组织报告;在城市与区域可持续发展、科技与产业创新、环境与气候治理等领域主笔撰写多篇政策报告并获中央领导批示。
