Dean’s Message
In an epoch characterized by "changes unprecedented in a century", we are in the vanguard as witnesses of the world's transformation. A pivotal component of the nation's strategic development agenda, the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) has entered a new phase of comprehensive implementation. To support this process, the Greater Bay Area requires improved public policy research and talent cultivation mechanisms and platforms: of higher standard, more international, and more closely integrated with practical application. With the steadfast support of various levels of government and of the Chinese University of Hong Kong, Shenzhen, we established the School of Public Policy in 2024. The School has positioned itself as an internationally renowned postgraduate school of public policy that embodies the philosophy of Chinese public administration. Guided by our aspiration to "observe the world, research policies, promote development, and benefit humanity", the School is dedicated to nurturing a new generation of talents who are well-versed in Chinese public management concepts and adept at utilizing cutting-edge tools of public policy from around the globe. In addition, the School has set out to build an original knowledge system for Chinese public policy and administration, thereby fostering the advancement of applied social sciences in Shenzhen.
Looking ahead, the School will be "rooted in Shenzhen and facing the world" with four major attributes. First, we will build an "inclusive knowledge system" based on China's practical experience, drawing on our understanding of Chinese political economy and public policy to design and develop an inclusive curriculum system that is in line with international standards; second, we will place "interdisciplinarity" at the heart of our curriculum, building synthesis both within the humanities disciplines, and between humanities and science, engineering, agriculture, and medical disciplines, offering cutting-edge and interdisciplinary majors geared to supporting national strategy and regional development needs; third, we will "focus on the GBA", cultivating modern public policy research talents for the sustainable economic and social development of the GBA through policy research on real local issues; fourth, we will adopt from the outset a perspective of "cultural exchange", confident in our own educational offer, and helping to cultivate policy research talents for other countries, with an initial focus on East Asia, particularly ASEAN nations, then gradually extending our reach to Europe and America.
Let me take this opportunity to express my deep gratitude to the Shenzhen Municipal Government and the Chinese University of Hong Kong, Shenzhen for their unfailing support. I offer my heartfelt thanks too for the continuous attention and support we have received from all sectors of society, and to all of my colleagues for their perseverance and dedication. The School of Public Policy at the Chinese University of Hong Kong, Shenzhen draws inspiration from the words of the Chinese philosopher Zhang Zai a millennium ago, striving to "ordain conscience for Heaven and Earth, secure life and fortune for the people, continue lost teachings of past sages, and establish peace for all future generations", by continuously pursuing excellence, bridging the gap between academia and policy research, and helping to create a bright future for the GBA, China, and the world.
